 Stealing in Exult?

I thought I read in the FAQ that Exult prevents you from stealing items in the games. Is this really true? And in what sense? I fired up BG and right in Trinsic I stole the 100 gold from the Fellowship (I think it's justified because they are the root of all evil in Britannia!). Anyway, it worked fine. I also picked up some other random items from houses. So, what's the final word on stealing? When does it "not work"?

stealing "does not work" always in regard to some thefts not being properly reported and the resulting arrest not properly executed...

Though, I have stolen a few sextants and a some gold from Gargan the Shiprights home in Trinsic. He gets pretty mad and starts giving you warnings, sorta like the pre-game show before kick-off commences. Kick-off being when the guards start coming after you.
I've also noticed, in most cases, people don't see you stealing if done behind a closed door, ect.

Thats not stealing, it is being caught.
From my understanding of the posts above, stealing works, getting caught no matter what- doesn't.
This is very true, a lack of realistic principals. :(
